Appraisal of oral fluency in a foreign language : a case of english in first form arts in selected public secondary schools in Gitega city

English language is mostly spoken all over the world ; its importance in the Burundian society is obvious given that it is now a member of the East African Community. Although English is now extensively taught from primary school to the University, something is still lacking in its performance. This is observed when First Form Arts pupils leave school ; a good number of them are not communicatively fluent in English. Actually, students at this level should have a good knowledge of both spoken and written English for effective communication.
Therefore, the purpose of this study is to suggest the way fluency can be achieved. 1 stressd on the improvement of oral fluency in the English language expecially in First Form Arts. Moreover, this study suggests some strategies to e used to practise the English language in and out of the classroom.
Through this work, I have found out that the teaching of English in Burundi secondary schools lays emphasis on the reading and writing skills at the expense of the speaking skill. The findings in my study also revealed that there is an insufficient or lack of teaching materials and other supporting aids in most Burundi secondary schools. I finally oserved that the environment in which the learners live in Burundi does not facilitate good communication in the Rnglish language.
A discussion and a conclusion are made, and some recommendations are directed to the students. English teachers, the ministry of education and finally to future researchers for improving the oral fluency in Burundi secondary schools in First Form Arts.
