RESUME,

The present work investigates the way the listening skill is taught and how to develop it in the second year of teacher training section at different secondary schools and then suggest solutions.To achieve this purpose,the researcher formulated hypotheses that teachers'methods and techniques as well as teaching materials used do not enable learners to develop the listening skill,teachers qualification greatly affects the teaching of the listening skill,learners can practise listening extensively to develop the skill.He then carried out an investigation in the second year of teacher training section in selected secondary schools located in Muyinga province.6 Schools were shosen as a sample among 10 schools that have the teacher training section.The simple random sampling technique was used to select the schools that concerned the research.All 6 teachers from 2 nd year of the selected schools and all students i.e,192 students were taken as a sample.To collected the data,teachers' and learners' questionnaires as well as classroom observations were used.The results proved that the teaching methods and techniques used do not allow the development of learners' listening skill.It was also noticed that ,at most schools,there are no listening materials .Even where the listerning materials are available,they are not updated.In addition,the learners' socio-economic status constitutes an obstacle to the development of the listerning skill.Thus ,for an effective teaching and learning of that skill,teachers should be creative enough to use the available listening materials effectively and also use their own materials according to the learners' needs,learnerz should practise listening not only in the classroom but also outside the classroom.
