In fact, English teaching/leaning in post basic schools in general and in first year languages in particular is very challenging and not effective. To assess this, 79 informants, ie 5 teachers and 74 learners of post basic schools of Kiganda were taken as a sample to provide information. By means of questionnaire, the latter were investigated on. The research was conducted on the basis of three questions and hypotheses which were formulated with the intention of knowing the major problem that English teachers face in teaching the reading skill, if the materials used in that task are sufficient, varied and suitable, but also to know whether learners are motivated in reading. At the end of the research, I found out that the teaching of English is still challenged by many problems, In fact, the low level of learners, the lack of sufficient and varied materials and the lack of learners' interest are the major problems that hinder the successful teaching/ learning of English skills in general and the teaching/learning of the reading skill in particular ER -
