Résumé,

This study sought to scrutinize the factors that contribute to the lack of oral fluency in English as a foreign language in some selected secondary schools in the province of kayanza.This study was intended to answer a number of questions that guided the research. Such questions include the following : To what extent is the linguistic environment a handicap to he learner'oral fluency in English?
Does interference from the students'mother tongue hinder their oral fluency in Englsh? Does motivation have an influence on oral fluency in English langage? To what extent does the lack of teaching materials influence the lack of oral fluency in English? To get answer to those questions, a naturel observation was used and the students and teachers'questonnaires were administered. This was done to serve the audience readers as a key to understanding the dffculties foreign language learners meet while expressing themselves. The study was carried out with 81 subjects, 6 teachers, 75 students of first form arts in 6 schools in the province of Kayanza. From the conclusion drawn, recommendation were made and formulated in the light of research findings.
