Résumé,
Teaching / Learning in general and the English language teaching / learning in particular is a difficult task which needs techniques in order to be successful to pupils. In this way, any techniques need someone who is capable of using them appropriately as well as the items that can facilitate the use of those techniques.
This study aims at evaluation how English language skills are taught and learned in the selected basic schools. If we consider the teaching / learning of English within selected basic schools, we will realize that English is not taught with the objective of making the learners good at the four English skills which are listening, speaking, reading and writing but rather as a means to achieve certain aims like passing in tests or exams. Thus, the study was based on the hypotheses that the four English language skills in basic schools are not well handled at all, that the new English syllabus desinged to seventh form learners is inadequate as far as their level in English is concerned and that the teaching materials in basic schools are too insufficient to facilitate the effective English teaching and learning. After analyzing the data, we realized that our hypotheses were all confirmed. Finally, a set of recommendations were addressed to a number of people or groups of people, that is, learners, teachers, course designers, the Ministry of Education and the Government as well as future researchers so as to find solutions to the identified problems.
