The field study was done in some selected public primary schools in Giharo and Rutana communes. The work also aimed at answering the following questions that guided this research. Are public primary school English teachers (Grade I and II)prepared enough to tackle the English teaching learning issues in the field? Are Grade I and II textbooks (Teacher's Guide and pupil's book) efficient teaching learning tools to insure the maximum achievement in the English teaching-learning process?Could the in-service teacher training programme be beneficial to both teachers and learners? To get answers to those questions, two techniques were used, namely classroom observation and teacher's questionnaire. The interpretations of the collected data led to the following findings:Public primary school English teachers (Grade I and II) are not prepared enough to tackle the English teaching -learning issues. It has also been found out Grade I and II textbooks are not efficient teaching tools to ensure the maximum achievement in English teaching.Furthermore,an in-service teacher training programme for Burundi public primary schools,Grade I and II was made.Last but not least,a general conclusion and some recommendations were formulated.
