When one talks of efficiency, one thinks of three main things : first, possessing knowledge in a given subject matter, second, level of performance that is, how one operates with that knowledge or how one manages to transmit what he has to others ; and finally, the professional conscientiousness. Where and when one of these lacking, the process of teaching-learning is unavoidably impeded. It is clear that a teacher at work is there not only to provide academic instruction, but also moral and spiritual education. In a way, a teacher then gives not only what he has, but also what he is. He is then a model to his learners in the same way as it is believed that "A male ram takes after its father".

Once a teacher has the knowledge, he has to choose adequate ways to inculcate it in the learners. Experience shows that what is well given is generally well received. Thus, the teacher has to be consistent in his teaching by designing clear and attainable objectives for his lesson and then striving to reach them. Performance in teaching-learning then depends on how the teacher behaves towards his job ; this implies hat he generally has to be good morally and intellectually so as to "preach by example" to his learners. Successful teaching-learning arises from teacher competence. However intelligent the learner may be, he successful unless he has the support that springs from his steacher's efficiency.

This study investigates how the teachng-learning of English in Burundi secondary schools can be enhanced through the evaluation of teacher's efficiency.
