RESUME,
This study is intended to identify the problrms both teachers and students enencounter in the teaching-learning process of the English speaking skill and then suggest solutions.To achieve this purpose ,the researcher posed whether the teacher's qualification,teaching of the English speaking.He thenmade an investigation in 9th form of Nyabihanga basic schools to prove the truth.Eight schools were chosen as a sample among 24 schools that had grade 9.The simple random sampling technique was used to select schools that concernedthe research.
All 9 teachers from 9th form of the selectedschools and only one fifth of the students,i.e.102 among 510 were taken as a sample.To collect the data ,teachers' and students' questionnaires and classroom observation were used.The result proved that unqualified English teachers ,lack of enough teaching materials, insufficient time are the main problems that hamper the teaching and learning of that skill,teachers should manage their time to organize more speaking activities.Moreover,students should participate during the classroom speaking activities and listen more to English based-radio channels,the government should provide basic schools with enough teaching materials and train English teachers.Examination designers should also test all English skills to motivate teachers to consider all of them.
