Résumé,

The present work investigate the causes of problem encountered while teaching and learning English as a foreign language. The study was conducted in Buganda Commune in Cibitoke Province where four first post-basic classes were visited and questionnaires were given to both learners and teachers. It is structured around the hypotheses that there are many problems leaners and teachers face in first post basic language level, that there are many causes of these many problems.

The research instruments used are the classroom observation and written questionnaires for both learners and teachers. This was done to find out how teachers and learners behave during lessons and how teachers-pupils interactions are carried out. At the end of our research, ti was noticed that the time allotted to teaching and learning English affects negatively its acquisition by learners. We also realised that the teaching techniques used hamper the successful learning of English. And about teaching materials (textbooks, audios, visuals and audio-visuals), it was noticed that are not adequate and appropriate to the learning process.
